Facilitation payments (also known as 'bribes') are payments of small sums of money to ensure or hasten the performance of routine public functions, such as the issuance of permits or licences or the processing of public papers.

Under most circumstances, facilitation payments are illegal and they are punishable in a number of countries, including Norway. The payments need not necessarily be made in the country in which the law is broken to be punishable. Naturally, legislation is to be respected and KONGSBERG is opposed to this type of payments. There are very few situations in which facilitation payments are not considered illegal, and the exceptions are interpreted narrowly. Facilitation payments can only be made in exceptional cases and only to protect life, health and, to a very limited extent, also property.
